Mr. Sujit Choudhry was invited to be a member of a panel in Ukraine that discussed constitutional issues in that fledgling democracy. Ukraine achieved its independence from the Soviet Union in 1991, following the USSR’s collapse. Since then, the country has faced challenges and changes to its constitutions as the former communist nation adapts to democracy and constitutional rule.
Sujit Choudhry was a speaker at the semi-presidentialism round table in Kiev, Ukraine. He was invited because of his vast experience in writing, shaping and studying constitutions of countries across the world. Mr. Sujit Choudhry is especially proficient and knowledgeable on constitutions that are undergoing changes such as in Ukraine right now. The country saw a violent coup that saw its government overthrown and its constitution changed yet again.
Of discussion at the semi-presidentalism round table which took place in June, was how Ukraine’s split executive power affects the rule of law in the nation. Executive power is split between the president and the prime minister which many experts believe hampers the ability of the executives to really govern efficiently. It can lead to deadlock and inefficiency.
Sujit Choudhry has previously helped in laying out Ukraine’s constitution and he was brought in along with other constitutional experts from around the world to identify problems in Ukraine’s current constitutional system. He along with Ukrainian and foreign colleagues were tasked with offering solutions on how Ukraine can create a more efficient, democratic and stable rule of law through amendments in the nation’s constitutional framework.
